He studied at the School of Fine Arts at Vilnius University under Jan Rustem. He established a lithographic workshop in Vilnius in the early 1830s, where he reproduced drawings by other artists, including Alexander Orlovsky, as well as views of Vilnius and surrounding towns according to his own drawings from nature. He also published lithographs with images of saints and portraits of Polish kings, historical figures and Vilnius personalities. He provided lithographed illustrations for books published in Vilnius. He also lithographed sheet music publications. Oziębłowski's lithographic workshop operated until 1854 (or 1863). In total, he published about 600 items.
