In the 1960s, Williams was the European coordinator of the Fluxus art group and worked closely with French artist Robert Filliou and was a founding member of Domaine Poetique in Paris. Williams was friends with Václav Havel during his dissident years. He translated some of Havel's works into English. From the mid-1960s to the early 1970s, Williams was editor-in-chief of Something Else Press. He died in Berlin in 2007.
