In 1885, Völcker began studying with Hans Fredrik Gude at the Berlin Academy. Gude encouraged him to travel to Scandinavia, which led Völcker to a particular fondness for Nordic mountain and lake landscapes. He brought back paintings from his study trips, which brought him great acclaim. From 1891, he ran his own school of plein air painting. An encounter with Liebermann's paintings led him to Impressionism. In 1894 he arrived in Munich, where in 1896 he was one of the founders of the Luitpold Group. In 1899, he moved to Wiesbaden. He was a co-founder of the local Society of Fine Arts. He enjoyed visiting the Eifel and Lüneburg during the summer months. From Friesland he brought back great views of the dunes. In 1905/6 he traveled to South Africa. In 1912 he made a decoration of Kaiser-Friedrich-Bad.
