Studied at the Academy of Fine Arts in Warsaw under F. Kowarski, later at the Royal Academy of Fine Arts in Stockholm, and the WSP UMK under B. Jamontt.
In 1939, Tarkovsky served in the Pinsk River Flotilla of the Navy, then was sent to a prisoner of war camp in Kuusamo, Finland.
Following these events, a large collection of camp and war paintings and prints was created, donated by the artist's daughter to the Pomeranian Military Museum in Bydgoszcz.
In 1951-52 Tarkowski served as director of the Building School Complex in Bydgoszcz.
The author's works can be found in museums in Warsaw, Stockholm, Minsk and the USA, among others.
