A coin minted for the purpose of paying salaries to Russian soldiers. Like almost every issue, with this type of purpose, it was minted extremely carelessly, very shallowly, on uneven, badly rolled sheet metal. Here a piece minted very deeply, with no sheet flaws, which is extremely rare for this issue. A rare coin in such good presentation.
