Vitaliy Karpenko was born in 1963 (city of Dnipropetrovsk, Ukraine).
From 1978 to 1981 he studied at the Children's Art School in Dnipropetrovsk.
From 1981 to 1986 - Kharkiv Academy of Arts,
1987-1990 engaged in monumental and decorative painting,
conducted conservation work in museums of St. Petersburg, as well as in museums of Moscow and Theodosia.
