"This settlement, prepared in 1657-8. and ratified by the Warsaw Sejm in 1659, aimed at settling Polish-Ukrainian relations, was the broadest concept we know of in history for arranging the mutual relationship between the two peoples. It created a Ukrainian state within the Polish-Lithuanian community: it was to provide the Ruthenian element - as it was then called in contrast to the Muscovite - with its language and culture a free state existence over a vast territory. This concept, if it could have been consolidated, would have changed the fate of Eastern Europe, stopping Russia's expansion both toward the Black Sea and the Baltic; without reaching the Dnieper, Russia would never have reached the Vistula.
