In accordance with the efforts to improve the Gymnasia, and with the Father's intentions for the welfare of each individual [...] it is intended that no young man can go from the German schools to the Gymnasia in the future, who does not have the qualities that correspond to the purpose set forth in the Gymnasia [...]. Rules for recruiting and teaching in grammar schools, intended for those to whom "birth, luck and favorable circumstances" permit.
