Antoni Trębicki (Trembicki) of theŚlepowron coat of arms (b. 1765, d. August 25, 1834 in Lomno) - lawyer, member of the Livonian parliament for the Four-Year Sejm in 1790, writer, diarist and activist of Kuźnica Kołłątajowska, pioneer of agricultural technology (agronomist), promoter of zero-till crop rotation, founder of the agricultural machinery manufactory in Lomno, postulator of the establishment of a higher agricultural school. A collection of regulations, to which the Prussian authorities gave an official character, of political and civil law, from 1347 to 1791, of the Polish Crown and the Grand Duchy of Lithuania by the deputy from the Duchy of Inflants, Antoni Trębicki (1764-1842), member of the Great Seym, member of Kuźnica Kołłątaj, pioneer of modern agronomy.

"On the back of Volume I "Caution." Here the author praises the wise conduct of the Sejm and announces that he will accommodate its laws and the resulting variations in Volume II and add an inventory there.
Poczemem goes on to approve the palestra tryb. piotrk. (on the recommendation of Sub-Chancellor Garnisz) and Chancellor Malachowski - both dated 1788 (the author's name is given here); and finally a copy of the privilege of St. Aug. dated May 20, 1788. - Dedication to Kaszt. wil. Radziwill (thanking him for his help, probably monetary).
The work begins with "Remarks on Polish Laws". These remarks are based on Montesky (e.g., about climate and law, about too cruel punishments). He does not write about government, trade, education, as he defers this to Volume III. He argues for reform of peasant relations in the spirit of securing life and property (but not yet complete equalization; that would be the peasants' undoing). He calls for tolerance of other faiths, especially since one already tolerates Jews, who are a blight on the nation. He complains about the foaming
and the imperfection of legislation. For the various laws that exist, one must devise an execution. This entire introduction contains a lot of material for the reform of Polish law.
From page 1 goes an alphabetical arrangement of existing laws until after 1788. The titles follow: Absentia, Accessoria, Actor, Krak. academy, Annaty.... et al. Under each such title, excerpts of laws are collected from the Volumes with the date and citation of the volume. These fragments are arranged chronologically and the language is that of the original text. The texts are not abridged or revised. - Volume I ends with the titles: Trial, Preceding, Primate, Oath, Privilege, Beekeepers...
Volume II has a proclamation to subscribers on the back of the title, in which he explains the delay of the work. Since the Seimas has passed the form of government, Volume III will come out, along with the inventory, and then Volume IV (Lithuanian law). - Dedicated to. Suchorzewski to the Kalisk deputy. He praises his motion to improve the plight of a million Polish burghers.
From. p. 1 go further articles: Wounds, Rapt, Referendars, &c. - They end from pp. 501-13: Jews.
Then from pp. 515-74 goes the Addytament of the Sejm Constitutions of 1788-1791 made. The last of these is the law "Our Cities Free".... 1791.
The layout has all the deficiencies of alphabetical layouts. Subsuming certain provisions under articles is very often misleading and confusing. Thus, for example, under the article "privilege" is placed the confederation of 1382, the law of 1454 on granting tenure from cities to indigens, and the privilege of Alex. of 1501 for the Sandomierz land. Thus, instead of grouping them according to their content, he grouped them under their formal mark (the form of the privilege), and even this was wrong. He also failed to avoid (despite a different announcement in the prospectus) including obsolete laws and overloading the collection with them. Apparently, he was afraid of the accusations that the nobility constantly levied against such collections, that they correct the law in force.
The completion of the collection, i.e. the publication of the last two volumes (form of government, inventory, Lithuanian law) was hindered by the collapse of the state. It is interesting to note that in 1794 this collection obtained official significance in so-called South Prussia. See the relevant edict of Fryd. Wilh. in vol. XVI, 16." Estreicher.
