Wladyslaw Kunicki served as People's Commissar of the City of Lublin from November 1918, representing the Provisional People's Government of the Republic of Poland led by Ignacy Daszynski. After the dissolution of this government on November 14, 1918, Kunicki continued his activities as People's Commissar, responsible for organizing the city administration and maintaining order in Lublin during the political transition. Even after the dissolution of the Lublin government, at the local level the process of assuming power was stretched out . The new state administration, created by Pilsudski and the Moraczewski government, needed time to organize its structures. Members of the local government, like Kunicki, remained in office to ensure the continuity of the city. His formal resignation from his post did not occur until January 31, 1919, which was related to the reorganization of the city administration and the assumption of power by the new state structures.
