Announcement of the Commander-in-Chief of the German army in the Polish lands, issued in Radom in October 1939.
Exact contents:
1. the population must remain completely calm. All Polish officials are obliged to continue their service. Any abandonment or refusal to work is considered sabotage.
(2) The decrees of the German military authorities and the officials of the head of the civil administration acting on the orders of the Commander-in-Chief of the army must be carried out unconditionally.
(3) Any attempt at passive resistance will be ruthlessly suppressed. Anyone who commits acts of sabotage or assaults on German soldiers and officials will face the death penalty. The same punishment will be meted out to anyone who attempts to endanger in any way the lives or property of their German fellow citizens. Insidious stealth killers or partisans will face the death penalty.
4.All firearms (including hunting weapons) with associated ammunition and all stocks of explosives must be surrendered immediately to the nearest German military command or German police station. The mayors, aldermen and village heads are required to see to it that this decree is promulgated as soon as possible according to local custom. Anyone encountered in possession of weapons or ammunition after the promulgation of this decree will be dealt with as a partisan.
5.The civilian population of the occupied area must remain in their dwelling from nightfall until dawn. Whoever is encountered outside his home during this time without written permission from the German military or civil authorities will incur severe punishment.
6.All vodka and liquor drinking is prohibited immediately.
7.Current criminal cases and court executions by Polish authorities against Polish citizens of German nationality are to be stopped immediately.
8.Any defiance of the decrees of the Commander-in-Chief in his capacity as executive authority shall be punished by an unlimited fine, imprisonment or house of correction for up to fifteen years, unless the objector deserves a higher punishment.
