During the time of Sigismund II Augustus, the Elblag mint is limited to only a small issue of small denarius coins. It begins minting them in 1554. As cited by the CNCE authors:
"In 1554, under the pretext of the lack of small coinage in circulation, the City Council asked the king for permission to open a mint. The permission granted provided for the possibility of minting 6,000 zlotys of city coin, but only for the city's needs....".
