According to Prof. Andrzej Paczkowski in his book Half a Century of Polish History, "the declaration stated the necessity of social reforms in free Poland, led by agrarian reform, guaranteed recognition of the rights of national minorities and the parliamentary system. [...] It marked the success of the peasant and socialists, but above all the success of the idea of agreement and cooperation between the main political forces." The ability of the nationalists to compromise deserved recognition. "Their vision of the political system," the historian goes on to write, "was based on the slogan of the Catholic State of the Polish Nation, contained quite strong authoritarian accents, rejected equal rights for national minorities and postulated for Poland the role of the center, shaping the fate of all Europe.
