Political pamphlet probably published during the 1905-revolution, which in Poland was supposed to bring a constitution(promised in the tsar's manifesto of October 30, 1905), but after the suppression of the uprising the tsar began to withdraw concessions. Progressive Democratic Union - a liberal democratic party that functioned from 1904-1907.
