The Free, Independent and Strictly Neutral City of Cracow and its District (1815-1846) - a state created at the Congress of Vienna, under the control of three neighboring states: The Russian Empire, the Kingdom of Prussia and the Austrian Empire since 1832 by being obliged by Russia and Prussia. The state was created on October 18, 1815 from the southern slice of the Duchy of Warsaw and was a semi-democratic constitutional republic based on the Napoleonic Code and its own constitution. The Free City became a refuge for those from the other partitions and an insurgent "corridor."
Initially it enjoyed moderate internal autonomy. Until 1830, it was formally governed by a 12-member Ruling Senate, which included representatives of the Representative Assembly, the Jagiellonian University and the tutelary states. Legislative power formally belonged to the semi-democratically elected Assembly of Representatives, but decisions of this chamber could be vetoed by representatives of the welfare states.
In 1846, the Cracow Uprising broke out, which finally put an end to the existence of the state. Its territories were annexed by Austria on November 16, 1846. [after wikipedia.pl]
