A proclamation with clear anti-Austrian overtones ("Metternich harlot"), accusing compatriots in exile of marasmus and inaction in connection with the unfolding Austro-Prussian conflict, in which the Habsburg Monarchy was suffering increasing defeats. The author of the proclamation calls for fundraising, arming and taking military action in the country. The text ends with the despairing: "To arms, therefore, to arms! so that at last we can die with a Mickiewiczian prayer on our lips or begin to live forever [...]".
