It presents the history and first statue of the Polish Library in Paris, lists the first donors and administrators of the library. Meanwhile, the main idea of the brochure is a call for contributions to a fund to be used to purchase premises for the library. As it reads: "Citizens of Poland! You, weigh lightly in these days, the National Establishment in Paris, cannot. We therefore appeal to you for contributions for it - for a fund, namely, for its appropriate, and of intrinsic value and national dignity, premises - for a fund: FOR THE BUYING OF A HOUSE IN PARIS for the Polish Library."
At the end of the pamphlet is information about the establishment of a committee to collect contributions, operating according to a certain statute, signed at the end:
"On April 8, 1851, at Paris. President of the Polish Historical Society X. Adam Czartoryski."
The proclamation had an effect rather late, for it was not until 1854 that premises were purchased on the island of Saint Louis at 6, quai d'Orleans in Paris, where the Library is still located today.

Polish Library in Paris (French: Bibliothèque polonaise de Paris) - Polish cultural institution, established in 1838 by Adam Jerzy Czartoryski, Julian Ursyn Niemcewicz, Karol Sienkiewicz, among others, as a foundation of the Great Emigration. Its task was to collect, saved from looting and destruction, books, archives and national memorabilia. It became a documentation center open to Poles and foreigners.
