ODEZWA of the Civic Committee. Compatriots! In an Epoch that is opening up a new profession of public life for all the Peoples of Europe, there is manifested in every nation the need to unite the efforts of all its members for the general good [...] a significant part of the Citizens here, gathered on 28 b. m. [...] and established a Citizens Committee of the undersigned Citizens composed, which, as an intermediary between the government and their fellow citizens, will be the interpreter of their wishes.
