Under the terms of the Yalta Conference, the legitimization of power in Poland was to be achieved through democratic elections as soon as possible. Until then, theProvisional Government of National Unity, established during the Moscow Conference in June 1945 under the supervision of the three powers of theanti-Hitler coalition and recognized by the powers at the time as the legitimate Polish government, was to rule , with Britain and the US withdrawing recognition from the Polish government-in-exile. At thePotsdam Conference,Boleslaw Bierut pledged in writing to hold free and unfettered elections in early 1946 as a condition of Britain 's support for Polish territorial claims to Germany. The elections were held a year later - on January 19, 1947. The elections held were rigged at virtually every level of the electoral commissions. A detailed report on February 14, 1947 revealed that the falsifications were carried out by people appointed by Polish activists with the technical supervision and support of Soviet functionaries.
