It was created "from parts of the Siedlce and Lublin gubernias by a law of July 6, 1912. It was created by seceding from the Kingdom of Poland (the Vistula Country) as 'indigenously Ruthenian' lands. The initiative for its creation was put forward by the Orthodox Bishop of Chelm, Eulogius, who felt threatened by the effects of the Tolerance ukaz, which resulted in the Unites forcibly incorporated into the Orthodox Church in 1875 converting to Catholicism. In May 1911, despite the protests of Polish deputies in the State Duma of Russia, a motion was passed to separate the Chelm Gubernia from the Kingdom of Poland [...]. The gubernia was separated by the Russian authorities in fear of the separation of the Plovdiv Land from Russia in the event of a European armed conflict and in order to intensify Russification" (Wikipedia).
