Nikolai Arzhak - Soviet dissident writer, poet, translator, Russian language teacher and political prisoner. Author of the famous satirical anti-Soviet short story "Moscow Speaks". In the piece, the Soviet government establishes a special day of the year on which anyone can kill someone with impunity. The story is part of the collection Redemption and Other Stories, which was published by the Literary Institute as part of the Library of Culture series.
