A number of Polish patriotic organizations were active in Galicia before World War I. Jozef Pilsudski realized that the realization of building a strong fighting organization based on one national faction would not be possible, hence he decided to create a united front and on June 25, 1912, on his initiative a meeting of independence activists took place in Zakopane. Among other things, a decision was made then to establish the Polish Military Treasury, an organization aimed at supporting preparations for armed struggle to regain independence. It was intended that the Polish Military Treasury would collect funds for the activities of Polish paramilitary organizations in Galicia. The Polish Military Treasury did not have adequate funds to cover current expenses, hence one of the forms of financing these preparations was the issuance of vouchers/eggs, which were distributed to compatriots and sympathizers. The organization, in 1916, issued vouchers denominated in Polish zlotys, in denominations of: 5, 10, 20, 100 and 1,000 zlotys. Each voucher had an equivalent in rubles, which may also indicate that it was decided to distribute these vouchers (in addition to Galicia itself) also in the Russian partition.
