Mainly the order was awarded to employees of the national security service (Securitate). In 1968, on the basis of decree No. 565, a new order statute was adopted, and the appearance of the order was completely changed. Under the new statute, the order was awarded to military-serving sergeants, officers and civilians of the Ministry of the Interior, who greatly contributed to the prevention, disclosure and completion of enemy activities aimed at disturbing public order and against socialism. For example, the order was issued for bravery and dedication in the struggle, for brave or well-conducted operations to prevent or solve crimes, for professional leadership in the capture of criminals, for the good organization of security agencies and police in the fight against criminals and pests of public order, for the protection of state order and socialism, as well as for impeccable service in security agencies and police.
