Electricity in the area of modern Gdynia had been present since 1923, with the illumination of boarding houses in Orlowo, but the electrification of the forming city began in 1925. Development proceeded rapidly, due to the great needs(the construction of Gdynia) the electrical network was extended and in 1927 a hydroelectric plant in Rutki was connected to the Gródek-Wybrzeze line, the following year electricity began to flow to Gdynia from the power plant in Gródek (at that time the largest hydroelectric plant in Poland).
Initially, electrification was handled by the Electric Department at the Magistraat of the City of Gdynia, but in 1929 this task was entrusted to the newly established Municipal Electric Works.
